Likewise, he said that another historical and beneficial consequence for Venezuelans was the decision of the then president Hugo Chavez of establishing strategic relations with Russia and China, when at the beginning of his mandate he went to those friendly governments to obtain military material that the US was blocking to try to disarm the Bolivarian National Armed Forces (FANB).
