In the 36 months that she has been at the head of the CNDH, the events that Rosario Piedra has led are few, she practically does not offer press conferences and does not set positions regarding alleged human rights violations due to abuses of power.
In contrast, the controversies have marked his management, particularly for the endorsement he gave to the militarization of the National Guard and the electoral reform proposal presented by President Andrés Manuel López Obrador.
Miguel Alcaraz, a lawyer in the Comprehensive Defense area of the Mexican Commission for the Defense and Promotion of Human Rights, AC, believes that under the presidency of Piedra Ibarra, the CNDH has shown “tepidity” in the face of power.
“This management of the CNDH has left much to be desired; it has spoken in line with the policy of the current government on issues of great relevance such as militarization… A management at the head of the CNDH was expected to be much closer to the victims, although not as a counterweight to power, but rather to open the discussion, no be aligned with the President of the Republic”, he affirms.

Rosario Piedra’s arrival at the CNDH took place in a context of relevant changes for the country. In these last three years, Mexico has faced a crisis of violence that has left around 100,000 victims of intentional homicide, thousands of migrants transiting through Mexican territory in search of reaching the United States, a health emergency due to the covid pandemic, lack of medicines, more than 100,000 disappeared, use of the Armed Forces in public security tasks.
Although it was expected that as the daughter of a social activist and sister of a disappearance victim, Rosario Ibarra would have more empathy with the victims, the absence has marked her management.
“There were a series of violations against migrant brothers in the south of the country and, instead of the president coming out to defend the human rights of these people, on the contrary, she has been omitted, she has not pointed out anything. Also during the pandemic, she did not speak out due to the lack of support, due to the shortage of medicines, she has not spoken out about the violence in the journalistic union, the president’s pronouncements have focused on electoral issues when this is not her job, she should be focused on the victims of human rights violations,” he says.
