Negrete is a native of Tierralta, Córdoba, and graduated in Law from the University of Cartagena. He has one specialization in administrative law from the Santo Tomas University.
Has been advisor to the Ministry of the Environment, from the CAR of Cundinamarca, from the District Secretary of the Environment of Bogotá, from National Natural Parks, from UNDP, IDB, GIZ, from the Alexander von Humboldt Institute and other entities.
