The former Minister of Security, Rodolfo Aguilera, referred this Monday on Radio Panama to the program “Barrio Seguro”, asserting that the current government has dismantled effective programs that sought the rehabilitation of minors who commit criminal acts.
“We were doing a job that foreign consultants had recommended to Panama 15 years ago. We were late in doing that job. We did and the results were successful. The only thing we criticize about the program is that this government dismantled it. It was a very serious mistake, because it is cheaper and more effective to educate and rehabilitate a young person than to punish an adult”, he said.

He specified that, in Colón, homicides decreased from 34 to 17 per 100,000 inhabitants. From about 90 annual homicides to 40 annually.
“The number of homicides and crimes reported annually has increased in this government, due to the lack of a comprehensive security policy,” said the former minister.
