Roberto Curbelo: “With misinformation they sell us colored mirrors”

It was carried out in Palmira conservatory on the pension reform, organized by the Chemical Union. The dissertation was given by Curbelo, Carlos Clavijo, a member of the team of workers’ representatives of the Banco de Previsión Social (BPS), and José Pablo García, lawyer from STIQ.

They immerse pensioners and retirees of the BPS

Curbelo told EL ECO that the reform that they intend to implement “has some reality because the human being has a longer life expectancy and the birth rate in this country is low, so considering that there is a need to make some improvement because the funds are finite ”
“What we do not agree with this reform is that it only touches the retirement and pension leg. It does not cover the entire spectrum, it does not touch privileged funds, which do not fall within the reform, such as the Military Fund. It only covers the workers we contribute to the BPS,” he stated.

In the Afap “we enter as through a tube”

In reference to the “Afap, which are private pensions, and that all workers entered as through a tube at the time, and without much choice, we know that it has a deficit that is covered by the State. Private insurers, which at the time were the ones that began to pay these collected contributions, stopped doing so and are now in the hands of the Banco de Seguro that belongs to the State. It means that these funds are public, while they collect and collect their commissions”

Black work and employers paying less

Then there are the “employer contributions that are not compensated with respect to the contributions of the workers. They do not contribute the same percentage as the worker, that creates a deficiency”.
There is also “black work. There are a number of workers who are not making contributions because the company where they work does not enter them into the BPS, and there the workers do not have benefits, ”he indicated.

You will lose “quality of life”

Curbelo understands that the reform is lacking because “it does not take into account the opinion of all social organizations, not only the workers. This was done in a closed room with seven or eight alleged specialists in the field. They gave their opinion, they put together a project, but they did not consider everyone’s opinion, and no one is an expert in everything, especially without dialogue. That is one of the deficits that this reform project has, not having been discussed. Another deficit that it has is that it is not supportive, it does not contemplate the entire spectrum of retirement and pensions.
“By not being discussed and not showing solidarity, it is a reform that will end up harming us because we are going to lose quality of life in our last years, because we are going to have to work more to be able to access retirement, but apart from that, we are going to earn less than what we are perceiving today. Even if we were to retire today at 65 years of age, we would receive more than what we would be receiving with this reform that not only affects the years but also the retirement amounts”, she emphasized.
“25 years are averaged instead of 20 years, and by averaging more years, years where the contributions were lower are contemplated, and that affects the quality of life of future retirees and pensioners,” he added.

“Not good for the future”

He considers that the government is carrying out this project because if the Cabildo Abierto does not refuse to vote, “it has the parliamentary majority and can do it. Is it going to bring him political revenue for later? We don’t know; obviously some are waiting for this reform and most of the informed workers know that it is not good”.
“Disinformation also works in favor of the government, because it is such a complex issue that, if it is not well explained to the majority of capable workers who sell us colored mirrors, and make us believe that it is actually something good for the future, when it is not,” he said.

“The protest” as a brake

To stop this reform, the only tool for the workers is “mobilization, reporting, going out into the streets, protesting, and above all communicating.”
“The project is in parliament, the mobilization is what can change a bit, perhaps it allows other voices to appear and the government also realizes that it is not going to bring any political gain in the short term.”
