The Union of Civil Police Officers of the State of Rio de Janeiro (Sindpol-RJ) once again demanded that the state government immediately regulate the additional 100% on pension benefits for carrying, a measure provided for in Article 39 of the Complementary Law 204/2022the Organic Law of the Civil Police of RJ, enacted on June 30, 2022. 
“The single paragraph [do Artigo 39] says that the pension will be paid to beneficiaries with an additional 100% levied on the value referring to the death pension benefit when the death occurs while performing duties”, explained Wagner de Paula, president of Sindpol-RJ, in a post on social media last Friday (31).
Despite the express provision, the same text grants the state’s Executive Branch the power to regulate the foreseen legal benefit, which has not occurred to date.approximately three years after the law came into force.
The charge, formalized in a letter sent to the state secretary of Civil Police, delegate Felipe Curi, occurs days after the mega police operation in the Alemão and Penha complexesnorth of the city of Rio de Janeiro, which resulted in 121 deaths.
It was the most lethal police raid in the state’s history, and included the death of four police officers, two of them civil police officers, whose legal heirs could be entitled to receive the pension in a hassle-free way, if the regulations were in force.
One of these victims, Rodrigo Velloso Cabral, aged 34, worked at the 39th Police Station (DP), in Pavuna, and had only 40 days of experience in the corporation.
