Almost half of the cases registered by the Judiciary Duty in Rio de Janeiro, during the year-end recess, were related to protective measures provided for in the Maria da Penh Lawa, according to the Rio Court of Justice.
From 6pm on December 19, 2025 to 11am on January 6 this year, 4,027 cases were dispatched in the capital of Rio de Janeiro. Protective measures corresponded to 47%.
In addition to these measures, travel authorizations for children and adolescents, hospital admissions, burial permits, search and seizure of minors, hospital admissions, arrest warrants, release permits, habeas corpus and representations for precautionary arrests.
In the interior of the state, which covers the regions of Niterói, Rio Bonito, Duque de Caxias, Petrópolis, Itaguaí, Volta Redonda, Nova Friburgo, Itaocara and Campos dos Goytacazes, a total of 2,277 cases were registered.
Non-compliance
The country recorded a rate of 18.3% of non-compliance with urgent protective measures in 2024, which corresponds to a total of 101,656 records at police stations. The numbers were released for the first time by the Brazilian Public Security Yearbook in July 2025 and reveal a flaw in the women’s protection system, with a 10.8% increase in violations compared to 2023.
According to the survey, for every 10 women with judicial protection, almost two had the measure disregarded by their aggressors.
Cases of non-compliance totaled 101,656 last year, compared to 87,642 in 2023. The most common measures granted by the courts include the prohibition of approaching and contacting the victim, in addition to removing the aggressor from the home.
