At the request of the Public Ministry of Rio de Janeiro (MPRJ), the Justice of Rio decided to request the inclusion of the name of the offender Rogério de Andrade in the red list of Interpol. The measure was signed this Tuesday (10) by judge Bruno Monteiro Ruliere, from the 1st Specialized Court.
In the request for inclusion of Andrade in Interpol’s red list, the last known destination is the city of San José, capital of Costa Rica. He did not return to Brazil on the scheduled date, which would have been the 7th. red diffusion with Interpol, observing all the normative requirements applicable to the species. In view of the foregoing, I grant the MP’s request [Ministério Público] in its exact terms, determining: The official dispatch to the Regional Superintendence of the Federal Police – SR/DPF of the State of Rio de Janeiro, forwarding the arrest warrant for Rogério Costa de Andrade e Silva for compliance and for publication of the red broadcast in the system International Interpol,” Ruliere wrote in his dispatch.
Operation Caligula
Rogério and other investigated, including delegates Marcos Cipriano and Adriana Belém, in addition to retired Military Police Officer Ronnie Lessa, were denounced to Justice by the MP, within Operation Caligula, launched against a criminal organization led by Rogério and made up of dozens of other criminals.
The operation aimed to fulfill 29 arrest warrants and 119 search and seizure warrants, including four bingos commanded by the group. In total, 30 people were denounced for crimes of criminal organization, active corruption, passive corruption and money laundering. In the apartment of delegate Adriana, R$ 1.765 million in cash was found.
Marielle
In a press conference to take stock of the operation. members of the Special Action Group to Combat Organized Crime (Gaeco) reported a possible involvement of Rogério in the death of councilor Marielle Franco and driver Anderson Gomes, which occurred in March 2018.
One of the lines investigated is the close relationship that existed, at the time, between Andrade and Ronnie, who were opening a clandestine bingo in Barra in the same year. The breach of telephone and telematic confidentiality of both showed that they maintained a frequent dialogue. Ronnie is accused of killing the councilor, along with former PM Élcio Queiroz, both imprisoned in federal prison, awaiting trial.
Prosecutors for the MP, however, declined to confirm whether or not Rogério is being investigated for Marielle’s death, as the work remains confidential.

Deputy Adriana Belém, one of the targets of Operation Caligula, was arrested in her apartment and taken to the headquarters of the Secretary of State for Civil Police, where she arrived at around 4:30 pm. She was inside a car with tinted windows, which entered the secretary’s garage, avoiding contact with the press that was waiting for her.
“The huge amount in cash collected in the possession of the accused, who is a police delegate of the State of Rio de Janeiro, combined with the very serious facts ventilated in the present criminal action, have serious and solid indications that the defendant presents an exacerbated degree of commitment to the criminal organization and/or to the practice of corruptive activity (capable of generating advantages that correspond to millionaire figures)”, notes Ruliere’s decision, granting the preventive detention of Belém.
One fact that surprised the prosecutors was the location, at the residence of Chief of Police Cipriano, of the arrest warrant issued by the judge in the case, which, according to them, would constitute a probable leak of information, which will be the subject of investigation.
THE Brazil Agency tried, without success, to contact the office Bergher e Mattos Advogados Associados, responsible for the defense of Rogério de Andrade. There was also no return from the lawyer Bruno Castro, who represents Ronnie Lessa. The defenses of Adriana Belém and Marcos Cipriano were not identified.
