The City of Rio de Janeiro sent, this Monday (17), to the City Council a bill that creates the municipal security force. By the proposal, the force will use firearms and will act in policing the city streets, focusing on fighting small crimes. And will be complementary to the federal and state agencies of the Justice and Security System.
According to the city, diagnoses pointed to the need for a preventive policing model. A cited study was done by the Getúlio Vargas Foundation Applied Public Security Center (FGV), in partnership with the Municipal Secretariat of Public Order, and shows action of crime in a concentrated manner: 5.3% of the territory have 50% of robberies and street theft.
The purpose of the municipal security force is not to combat organized crime, but to face small urban offenses, such as theft and theft, said Deputy Mayor Eduardo Cavaliere. “The focus is on acting in areas that concentrate most of these occurrences, expanding the competence of the City Hall of Rio. We will work in a transparent strategy and accompanied by society.”
If approved, the municipal force would have a chief director, independent ombudsman, independent corregedor, an effective career of municipal public security manager and another temporary public security agent.
With expected salary of R $ 19,435.07, the security manager would be hired by public tender and would be responsible for strategic coordination and operational management of security activities. The Municipal Agent of Public Security, whose salary must be R $ 13,303, would perform preventive actions aimed at protection and public and urban safety at the municipal level. The forecast is to have 4,200 agents after 2028.
The City Hall project also provides that the selection process is specific to officers who leave the centers of preparation of Brazilian Army Reserve officers and for the renovated officials of the Navy and Aeronautics. For this, there would be agreements with the Ministry of Defense and the three Armed Forces.
Municipal guard
The City Hall also plans to refound the Municipal Guard. The idea is for the guards to focus on patrolling parks, beaches and boardwalks, and are available for large events. One of the programs would be safe traffic, mounted on large vehicle flows, to reduce accidents, improve traffic fluidity and reduce theft at crosses.
An independent corregedoria would be structured for the Municipal Guard, with the objective of overseeing functional activities and conduct of agents. There is also a promise to strengthen the Municipal Guard Academy, with training and training of agents to improve citizen service.
