Richard Swing—Richard Javier Cisneros Carballido, in his ID—returns to the political and media agenda.
This time he appears as a candidate for the Senate, with number 10, for the Green Democratic Party of the controversial Alex Gonzáles.
Close to former President Martín Vizcarra, he made headlines due to the scandal of irregular contracts with the State during that government.
LINKED TO VIZCARRA
The case arose after a journalistic complaint in May 2020 that revealed that Cisneros received nine service orders for a total of S/175 thousand to provide motivational and leadership talks, despite not meeting the required profile. Two of these juicy contracts were awarded in April 2020, in the midst of the health crisis due to the pandemic.
He obtained it without a clear technical profile: he does not have higher education or technicians registered with Sunedu.
The case escalated so much that it ended up touching the former president himself.
Last October, the Permanent Criminal Chamber of the Supreme Court analyzed the appeal presented by the Public Ministry against the resolution that declared it inadmissible to continue the preparatory investigation against Martín Vizcarra in the framework of the Richard Swing case.
In February, the Judiciary denied extending the investigation period against the former president by eight months for the alleged improper interference in the hiring of Richard Cisneros, alias “Richard Swing”, in the Ministry of Culture between 2018 and 2020.
Today Swing is running for the Senate for the Green Democratic Party.
