Former Vice Minister of the Interior Ricardo Valdés analyzes the Ipsos survey for Peru21 and lists the “disastrous” practices that the current head of the sector has undertaken, and which have been observed by the public.
What actions do you think have led citizens to have this perception of the minister?
The information that has been circulating in the media for several months regarding the deactivation of Diviac, the fact that it has been placed in a corner of the Dirincri, its attacks on the Public Ministry (MP), the lack of observance of the laws that affect the fight against crime, etc., are aspects that the citizens, who are not stupid, look at and understand that, in reality, the minister seems to care more about his closeness to the president than the fight against citizen insecurity. This is related to those supposed audios that would eventually be from the minister, in which we hear that, to assume, anything goes. And that translates into the image that we have, including myself, that the Minister of the Interior is there to protect the highest spheres of power, not only the Executive, but also the Legislative.
Can this same minister reduce the indicators of insecurity? A large majority, 82%, think that Boluarte should change that.
I find it very difficult for the minister to change the perception that people have of him. Besides, the issues of citizen insecurity continue to be extremely high and he offers statistics that do not match reality. I have the feeling that the minister will continue in office because he is absolutely useful to the president, the president’s brother and Congress.
If the president does not make a decision on this matter, do you think Congress should do so?
I don’t think that Congress can exert any kind of pressure on him to censure him, unless it is confirmed that it is his voice on the audios. In that case, I would find it very difficult for Congress not to proceed with a censure, because the President of the Republic is not going to remove him from that place.
We are going from one thing to another with the Interior sector. Many ministers have served in that sector. What do we need to achieve stability and results?
For this to happen, there obviously needs to be a prime minister and a president of the Republic who truly want to reduce the conditions of insecurity in the country. Unfortunately, we lack this: they work harder to protect their backs and they manage a discourse, a narrative towards the outside. What they are doing is buying time to finish their mandate. I have no great expectations of what they can do while they are in the Executive. On the other hand, we have already seen that the Legislative Branch also has no intention of generating an appropriate security policy. There are four or five norms that refer to the fact that they are not legislating in favor of security, but rather, in favor of criminality. Finally, this permanent attack on the MP in order to be able to control the Police and investigations from the Executive seems disastrous to me.
