For the third year in a row, the approximately 30.5 million retirees and pensioners of the National Institute of Social Security (INSS) will receive the thirteenth in advance. President Jair Bolsonaro signed today (17) a decree authorizing the advance payment.
According to the economic team, the measure will inject R$ 56.7 billion into the economy. The anticipation has no impact on the 2022 Budget because the measure only changes the benefit payment date, without adding the expected expenditure for the year.
The first installment of the thirteenth will be paid between April 25th and May 6th, together with retirements and pensions for April. The second installment will be paid from May 25th and June 7th, together with the benefits related to May. Traditionally, INSS retirees and pensioners receive the thirteenth in August and November competencies.
In the last two years, the payment of the thirteenth to retirees and pensioners had been brought forward, because of the covid-19 pandemic. In 2020, the money was paid in April and May. Last year it was paid in May and June.
Most retirees and pensioners will receive 50% of the thirteenth in the first installment. The exception is for those who started to receive the benefit after January and will have the value calculated proportionally.
The Ministry of Labor and Employment clarifies that those insured who receive a temporary disability benefit (formerly sick pay) are also entitled to a smaller portion of the thirteenth, calculated according to the duration of the benefit. By law, policyholders who receive assistance benefits, such as Auxílio Brasil, are not entitled to a thirteenth salary.
