Despite this, the ministry recalled that non-payment does not empower the institutions to deny them the provision of the service and that “In no case are they authorized to prevent them from presenting evaluations, removing them from the classroom, excluding them from participating in pedagogical activities, and other academic activities.”

The resolution also states that educational establishments cannot engage in restrictive practices when they carry out The request for educational materials and may not require specific suppliers or brands, or establish mechanisms that in any way prevent the concurrence of multiple suppliers in the provision of these materials.
