They go from owners to “invaders”
The September 2017 earthquake caused serious damage to the building of the Office of the Attorney General of the Republic at Paseo de la Reforma 211, which left it inoperable and therefore the agency had to find a new headquarters.
In June 2020, it was published in the Official Journal of the Federation an agreement by which the federal government, through the Institute of Administration and Appraisals of National Assets (Indaabin), allocates around seven hectares of land located in the Conafrut industrial estate for the construction of the new headquarters of the FGR, which some time later was expanded by the construction of the “national park of justice”
That same year, the FGR received a “citizen complaint” against two people related to organized crime, human and arms traffickingwhich also invaded portions of “national property” land in the Santa Fe area that adjoins the construction of its new headquarters.
The consulted neighbor assures that this case began several years ago, but it was not until August 2022 that the FGR, through the Unit for the Investigation of Terrorism, Stockpiling and Trafficking of Arms, He sent summonses to more than 1,000 owners of apartments in the Conafrut industrial estate, but when they came before the authority through his legal defense, they did not allow the investigation file to be known.
“They tell us that the Prosecutor’s Office is investigating something, they do not tell us what, only that those lands where our department is located are in dispute because they are property of the nation, they do not give us access to the (investigation) folder, they do not give us access to the decree of 1907”, he explained.
The affected complains that what the FGR is looking for is to hinder the strategy for the defense of their assets despite having the documentation that supports them as legitimate owners.
“To process an amparo, there must be an act by an authority, in this case the FGR, and when it comes before a federal judge, the FGR ignores the citations and denies taking criminal action against the owners of apartments in Santa Faith; so we don’t know against what or against whom we are defending ourselves”, he pointed out.
The neighbor, whose apartment is located in the estate disputed by the FGR, said that this situation puts them in a kind of administrative and legal “limbo” to try to defend their heritage.
“The neighbors who attended the FGR summons say that they cannot see the investigation folder because they are not an accused party, but if they ask to vacate the property or else it is classified as a crime and is prosecuted as an occupation of national assets that is punished up to 12 years in prison; all this is arbitrariness”; he points out.
