On January 17, 2022, the National Government set the guidelines for contracts for provision of services by public officials to professionals or management support.
According to the document, in order to guarantee transparency, legality and integrity in public management, the requirements explained below.

one. Before signing a contract, you must verify if the contractor has signed with any state entity some other contract or other contracts of the same nature. The above can be reviewed at:

– The Anticorruption Portal of Colombia (Paco): https://portal.paco.gov.co/.
two. The national and departmental authorities must guarantee the registration of all contractors to bond. This registration must be made in:
– The Public Employment Management Information System (Sigep): https://www.funcionpublica.gov.co/web/sigep.

3. State entities are required to publish in Secop the official contracting information carried out with public resources.
Likewise, state entities must publish in Secop the pre-contractual, contractual and post-contractual documents related to contracts for the provision of services.
Four. The National Public Procurement Agency will send every six months to the Pension and Parafiscal Management Unit (UGPP) Secop information.

5. The entities will follow up by consulting and analyzing the information registered and declared in the technological platforms of the State.
6. The Administrative Department of Public Function will enable within a month in the SIGEP the report indicating if the public servant has relatives, up to the second graph of affinity and consanguinity, with contracts for the provision of services with the State.
These guidelines come in the midst of the scandal over alleged irregularities in state contracting involving adviser Andrés Marroquín and Karen Vaquiro. He was removed from his position on January 11, 2022.
