The Economic and Social Council (ESC) presented this Wednesday a report on the 12 technical tables that debate the “reforms for Institutional Strengthening and Efficient Management of the State”, which indicates that only one has concluded its meetings.

The ESC reported that the thematic table on Digital Transformation concluded its meetings and that on March 22, the Vice Minister of Digital Agenda, José David Montilla, presented the results of the work carried out.

After the meetings, the aforementioned table agreed, among other things, to prioritize “the strengthening of the governance and institutionality of the digital transformation, through the creation of a national entity for innovation and digital development, with a decentralized and autonomous nature, attached to the Ministry of the Presidency”.

It is recalled that the table was proposed by the Executive Power for the creation of a digital, inclusive, connected and participatory society.

On the thematic table of Hydrocarbons

The Economic and Social Council stated that they still do not have a date for the start of the debates at the Hydrocarbons thematic table, by order of the government authorities.

The initiative was conceived to transform the country’s fuel matrix and reduce pollution, promote greater efficiency and produce significant savings in foreign currency.

Rafael Toribio, president of the ESCreported that to date eleven have been installed themed tables out of a total of twelve and that an average of six meetings have been held in each of them.

The Water table was put into operation in mid-November last year. In the month of January 2022, the tables were opened: Electoral, Reform and Modernization of the Public Administration and Digital Transformation.

In February, the Transparency and Institutionality, Transportation, Social Security, Foreign Policy and Migration, Citizen Security and Police Reform, Health and the Environment, Natural Resources and Climate Change tables were set up.

He added that each thematic table began its activities with the presentation of the government proposal that served as motivation for subsequent consensus-building work. The purpose of this instance is to prepare a final report that, based on constructive dialogue and exchange, collects consensus and disagreement. This document will be considered later by the Plenary of the Dialogue.

In this way, each table sets its work agenda and has a moderator, rapporteurs and co-coordinators, the latter being in charge of calling meetings that have an estimated duration of two hours starting at 10 in the morning. according to the agenda and schedule agreed upon by the members of the table, which is made up of representatives of the Government, the ESC (labour, business and social) and of the Political Parties with congressional representation.

The meetings are held in different areas and the ESC highlights the selfless collaboration of the universities that facilitated its facilities. The study centers that collaborate with the Dialogue for reforms They are the universities: Catholic Santo Domingo (UCSD), Caribbean (UNICARIBE), the Pontifical Catholic Mother and Teacher University (PUCMM), the Autonomous University of Santo Domingo (UASD).

Also the APEC University (UNAPEC), Federico Henríquez y Carvajal (UFHEC), Iberoamericana (UNIBE) and Pedro Henríquez Ureña National University (UNPHU).

Some tables hold their meetings at the facilities of the Ministry of Foreign Affairs (MIREX), the Central Electoral Board (JCE), the Ministry of Environment and Natural Resources (MIMARENA) and the Ministry of Economy, Planning and Development (MEPyD).

In relation to the consultations, the CitizenLab platform was enabled online so that all citizens, including Dominicans abroad, had an adequate virtual space to make contributions and comments for a period of two months from the opening of the consultations. each themed table.

Currently, the consultations of six of the eleven enabled tables have been closed, with a total of 200 users registered on the CitizenLab platform, with 202 contributions and 141 comments.
