Jesús Gabriel Useche, a 19 -year -old boy with a moderate cognitive disability and attention deficit disorder with hyperactivity (ADHD), was released last Friday, April 11 after having spent three months and several days detained and being accused of terrorism.
Useche was arrested on January 9 in the context of the demonstrations convened by the opposition leader, María Corina Machado, who claimed to the National Electoral Council to publish the electoral results that the opposition ensures the victory of the presidential ones to Edmundo González. Just one day before Nicolás Maduro sworn for a third term.
The information of the release of Jesus Useche was released by the NGO Vinotinto Movementwho explained that the young man was arrested by National Guard officials with a 16 -year -old teenager when they went through one of the concentrations in Cabudare, Palavecino municipality, from the Lara state. The young man spent these three months in detachment 123 of the GN.

In February 2025, the Inter -American Commission on Human Rights (IACHR) granted precautionary measures to Jesús Useche Moncada, after considering that he was in “situation of gravity and urgency” and with “risk of irreparable damage in Venezuela.”
The IACHR denounced that the young man was isolated and incommunicado in the judicial boarding school of the Aragua state, without information on the conditions of his detention or current health status.
At the beginning of March, Jesús Useche’s parents sent a letter to the Attorney General of the Republic, Tarek William Saab, to request the review of the case. Then, it was known that the young man has moderate cognitive deficit, attention deficit and hyperactivity, and difficulties with fine motor skills.
After the presidential elections of July 28, Nicolás Maduro reported that 2,229 people were arrested in the context of demonstrations that claimed the CNE to publish the broken results of the elections. Around 200 adolescents were also arrested and according to Criminal Forum, five remain detained.
