Reinfo: Government of Jerí will prepare a National Census of artisanal and small-scale mining within a period of 6 months

He Government of José Jerí will carry out a National Census of small-scale mining and artisanal mining in the next six months. This is part of one of the provisions of Law 32537, which authorizes the fifth extension of the Comprehensive Mining Formalization Registry (Reinfo).

In accordance with the norm that extends the Reinfo until December 2026 or until the Small Mining and Artisanal Mining Law is enacted (Law MAP), the national census will be carried out by the National Institute of Statistics and Informatics (INEI) coordinates with the Ministry of Energy and Mines (Minem) and the Geological, Mining and Metallurgical Institute (Ingemmet).

The measure must be carried out within a maximum period of 6 months and be concluded in a period of no more than 12 months.

Likewise, the holders registered in the Reinfo must carry out a mandatory process of disclosing the real location of their operations centers within a period of no more than 120 calendar days through the Single Window for Mining Formalization in the Minem. Additionally, this process will be carried out through the presentation of georeferenced and documentary information that allows you to verify the location of the operations center.

“The Ministry of Energy and Mines validates said information in a technical and objective manner, and may require clarifications or additional information when appropriate,” reads the publication of the regulation that bears the signature of President Jerí and the Prime Minister, Ernesto Álvarez.

Regional governments will participate in the process

The norm also establishes in its fourth provision that regional governments have 60 calendar days as a maximum period to transfer to the Ministry of Energy and Mines the entire documentary collection linked to the comprehensive mining formalization process.

This includes physical and digital files, databases, technical reports, resolutions, communications, among others.

Reinfo extension until 2026 does not solve underlying problem

In dialogue with La República, the president of the National Confederation of Small Mining and Artisanal Mining of Peru (Confemin), Máximo Franco Bequer, described the expansion of Reinfo as a “respite.” However, this does not solve the underlying problem.

“We are not so happy because in the given period nothing is going to happen. Practically, it could be a scenario similar to this year and, therefore, there is a distant hope that they will resolve the entrapment of the law (Mape). It seems to me that next year we are going to have the same: strikes and mobilizations, which is a great disappointment with the authorities, since they are not really committed to resolving mining formalization,” he expressed.
