For the regulation to be approved, 70 votes are necessary from among the 137 assembly members. The legality of this cause is not debated, since abortion due to rape has been legal since April 2021.
Although the rape-abortion bill was due to be ready on December 28, 2021the National Assembly failed to resolve the critical knots in time.
However, there is already a date for his second and final debate. Guadalupe Llori, president of the National Assembly, called the session, in person, for 09:30, on January 25, 2022. It will be the only item on the agenda.
It should be noted that what is being debated is not whether or not this cause is legal, since interrupting a pregnancy after having been a victim of rape has been legal since April 2021, when the Constitutional Court decriminalized it.
The discussion on January 25 will focus on a regulation to guarantee the voluntary termination of pregnancy for girls, adolescents and women in the event of rape.

70 votes, between divided criteria
In the last weeks of debate, the assembly members have discussed the temporalitythe requirements and conscientious objection that must be regulated in the project.
Although initially, the Justice Commission that the interruption of pregnancy due to rape in women over 18 years of age could be up to seven months of gestation, while for girls and adolescents there would be no deadlines, five days later they retracted.
The new text established as a deadline 20 weeks of gestation for women over 18 years of age, and 22 weeks for girls and adolescent victims of rape.
Finally, it was considered that a complaint cannot be required to access an abortion and that the conscientious objection would be respected individually.
For the project to be approved, 70 votes are necessary, among the 137 assembly members. If the votes are not enough the project cannot be dealt with within a year.
If it reaches the vote, it will pass into the hands of President Guillermo Lasso, who could give way to the law or veto it, totally or partially. (AVV)
