Just days before the end of 2025, regional governments have the goal of reaching 100% of their budget execution so that the Ministry of Economy and Finance (MEF) awarded them with a larger budget for 2026. However, far from certifying and accruing the money correctly, at least 5 GORES altered the F budget.Regional Compensation Fund (Foncor).
The Republic reviewed the budget execution of each regional government, through friendly consultation of the Ministry of Economy and Finance (MEF), a platform that allows the execution of each State entity to be viewed in real time.
In detail, it is noted that the regional governments did not hesitate to certify and earn more money than what is transferred by the Ministry of Economy by Foncor, in order to appear with better budget execution.

The irregularity falls on the regional governments of Junin (Zózimo Cárdenas), Ayacucho (Wilfredo Oscorima), Cajamarca (Roger Guevara), Saint Martin (Walter Grundel) and Ica (Jorge Hurtado)
In the case of Junín, the MEF He transferred 492 million 265 thousand 167 soles to him through Foncor, but to date he has been earning 539 million 781 thousand 947 soles with a certification of 562 million 329 thousand 741 soles.
In the comparison of what was transferred (collected) with the expense that was accrued and certified, it is reported that there is a budget that is being executed, but that it does not have financial support.
In the case of Ayacucho, The MEF transferred 214 million 174 thousand 26 soles, but they have been earning 221 million 716 thousand 950 soles with a certification of 235 million 805 thousand 873 soles.
The same situation is repeated in Cajamarca. The administration of Governor Roger Guevara collected 658 million 532 thousand 391 soles from the MEF, but certified 716 million 449 soles and has been earning 629 million 797 thousand 254 soles.

In San Martín, a budget of 406 million 786 thousand 113 soles was obtained, however, 411 million 862 thousand 442 soles were earned and it has a certification of 483 million 330 thousand 157 soles.
Finally, in Ica there is a budget of 181 million 104 thousand soles, although like the previous regional ones it earned more money than it has. In this case, it earned 191 million 956 thousand soles with a certification of 212 million 488 thousand 62 soles.
In this regard, the former minister of the MEF, Luis Castilla, indicated that one cannot commit resources that one does not have, so any entity that does that would be violating the general budget law.
“I don’t know what can be done in principle, it can only be done up to what is in the budgetary framework. The State sends the regional governments and they can only spend what is collected (…) The truth is that it is illegal for it to accrue above the PIM and brings responsibilities to the Gores,” said the former minister.
He added that the only reason for this discrepancy between the collection and the amount accrued with the certification is that said collection is expected to increase in the remainder of the year, due to the payment of the December VAT, the source from which Foncor’s income sources come.
Meanwhile, former minister Pedro Francke specified that if the regional governments are carrying out this initiative it is because the MEF is accepting it, but the same entity can annul it.
