In the midst of the digital “blackouts” that occur due to energy interruptions and restrictions on internet browsing, the regime emphasizes that networks such as Facebook and WhatsApp have 6 million subscribers, Telegram 5.9 million, Instagram and YouTube 5 .8 million, and X 4.8 million.

Furthermore, he adds that the electronic payment gateways Transfermóvil and EnZona were “consolidated” from a technological and operational point of view, which not all Cubans can access and which are a sign of the failure of the so-called banking system.

To justify the limited connectivity and censorship, the Government alluded to “aggressions” through the “national radio” spectrum, and to “media campaigns through hundreds of sites, blogs and digital networks”, which in its opinion seek to “exercise influence policy on the population, damage the image of the government and lie about the Cuban reality.”

Recently, the Cuban group Diktyonwhich monitors the internet situation on the Island, identified forms of online censorship implemented by the Cuban regime through the Cuban Telecommunications Company (ETECSA)as well as the blocking techniques used for this purpose.

After research using tools to analyze packets on the network, the group declared that “failed measurements” are indicative of censorship using DPI technology. Additionally, as in previous reports, Diktyon observed signs that ETECSA uses Huawei equipment to implement these blockades.

Sites that report on Cuban reality and maintain a critical stance toward the regime have remained blocked for decades, making this temporary lifting of the blockade an unusual event.
