Through the presidential agreement number 03-2023 published in La Gaceta, Ortega also established “rescinding the appointment of comrade Zoila Müller, in the position of extraordinary and plenipotentiary ambassador, head of mission of the Republic of Nicaragua before the European Commission of Atomic Energy, contained in the presidential agreement No. 92-2022 published in La Gaceta on June 6, 2022 ».

Müller Goff’s declaration as “persona non grata” meant that the EU discarded all relations with the diplomat and the loss of all access to the institutions and representatives of the European Union, this meant a blocking of her functions as ambassador. The official was also stripped of the representation of Nicaragua before the Kingdom of Belgium.

She has a degree in diplomacy and international relations from the American University (UAM) and a master’s degree in International Cooperation and Public Policy Management from the Ortega y Gasset University Institute, in Madrid, Spain.

She worked as an external cooperation advisor in the Managua Mayor’s Office, she worked as a specialist in international politics of the Americas Directorate of the Nicaraguan Ministry of Foreign Affairs, according to her LinkedIn profile.

In addition, she was the ambassador of Nicaragua to the Federal Democratic Republic of Ethiopia, based in the city of Addis Ababa, in October 2020. Before, in September 2019, she was appointed to the position of Minister Counselor with consular functions at the Embassy of Nicaragua in the Kingdom of Belgium.
