MIAMI, United States. – The Council of Ministers of the Cuban regime declared the northern keys of Ciego de Ávila as “territory of preferential tourist use”, a category in which there are also enclaves such as Long BeachSoroa and Antilla.
The Government of the Island took Agreement 9 428 of 2022, published in the official Gazette number 109 dated November 4, 2022, from Decree-Law 331, Of the Zones with Special Regulations.
The provision declares as a restricted area Cayo Guillermo, Cayo Coco, two of those with the largest number of hotel facilities, and the Antón Chico, Antón Grande, Romano and Paredón Grande keys.
From now on, in that area “only the location of homes associated with golf and real estate development, motels for workers and homes aimed at housing foreign specialists, linked to tourism, from basic means is allowed.”
In addition, the construction of “temporary camps” for builders and “Security and Internal Order units” is allowed.
“Diving, nautical activities and guide services are only carried out by specialized entities in charge of guaranteeing compliance with international standards and with the corresponding authorizations,” reads the agreement of the Council of Ministers.
“Access to the Zone is limited only for tourist activities with prior reservation or authorization from the Government of the territory; Zone workers and authorized personnel,” he adds.
In this way, access to the area is restricted for Cuban nationals.
According to the Council of Ministers, the objective of the restricted area is “to develop tourist activity, linked to the vocation of sun, beach, nautical and nature”.
In addition to establishing control over sites destined for tourist development, in recent years the island’s regime has applied restrictions for “security” reasons to areas of Old Havana and Central Havana.
In July of this year, The Cuban government also declared Playa Larga, located in the Ciénaga de Zapata, Matanzas, as “territory of preferential tourist use.”
Then, the respective agreement published in the official Gazette It specifies that it is declared “as an area with special regulations, of the type of economic development, in the category of territory of preferential tourist use, the area called Playa Larga”.
The document, signed by the Council of Ministers, established that the management of the territory would be in charge of the Provincial Government of the Popular Power of Matanzas and that the State would have priority for the construction of new hotels.
Meanwhile, the residents in this zone, of a total surface of 248 50 hectares, were limited for the construction of houses.
