LIMA, Peru – In the midst of the existing fuel crisis in Cuba, the Ministry of Transportation on the Island has relaxed, “on an exceptional and temporary basis,” the requirements so that natural persons can obtain the Transportation Operations License (LOT) for mopeds, motorcycles and electric tricycles.
A report from the state media Cubadebate points out that the measure was formalized through Instruction no. 1 of 2026, signed by Minister Eduardo Rodríguez Dávila.
“It responds to requests from local authorities and seeks to incorporate into the transportation system those vehicles that currently circulate without license plates, a situation that until now made it difficult to hire and organize them according to the priorities of each territory,” indicates the official press.
The provision establishes that interested owners must prove the legality of the vehicle and have category A Driver’s License. In cases where the vehicle does not have a license plate, the chassis number will be used as a temporary reference for processing.
The procedure to request the LOT will be governed by the provisions of Resolution 140 of 2024, with the exceptions contemplated in the new instruction. Once issued, drivers will be required to carry the license during their trips to facilitate road controls.
The report highlighted that transport authoritiestogether with the Automotive Technical Inspection Centers, will organize regulatory inspection days in the provincial capitals and municipalities, thus guaranteeing that these vehicles can comply with the required technical standards.
On the economic side, the measure delegates to the local bodies of Popular Power the power to define, in coordination with the license holders, the prices of transportation services, which will vary depending on the type of service offered.
The license granted will be valid municipally, with the only exception of Havana, where its coverage will be provincial.
In addition, it was reported that the permit will be granted for a period of one year, during which the beneficiaries must complete all the requirements provided for in the general regulations of the LOT. The validity of this exceptional measure will extend until December 31, 2026, as specified by the Ministry of Transportation.
