The government, together with representatives of the labor, business and social sectors, return this Friday to the dialogue in search of a consensus to achieve a comprehensive reform of the social Security.
The activity will take place at 10:00 am, in the Hall of the University Council of the Autonomous University of Santo Domingo (UASD)under the coordination of Economic and social Council (ESC).
According to the schedule, this Friday the work will revolve around the institutional proposal submitted for consideration by the government representatives.
For Arismendi Diaz Santanaeconomist specializing in social SecurityAlthough the official institutional proposal constitutes a starting point for the debates, it does not clearly define the objectives of the reform and how the suggested changes would benefit the affiliates.
In his opinion, this point is too important and crucial to be handled implicitly, since it constitutes the reference framework for evaluating the fairness, feasibility and sufficiency of the submitted proposal.
The proposal to reform the Law 87-01 of the Social Security presented by the government for discussion within the CES focuses on the following points: coverage of Comprehensive Care for Early Childhood, and old age; inclusion of occupational risk insurance for affiliates of the subsidized contributory regime; the restructuring of the members of the National Council of the Social Security (CNSS); also from Dominican Pension Systemthe universality of the public sector in Senasa and the interoperability between the institutions of the system.
Díaz Santana observed that the official proposal contains important advances, but does not guarantee the reduction of copayments, nor the increase in service coverage. He also raises the sacrifice of the affiliates, leaving intact the commission of the Pension Fund Administrators (AFP).
Others scheduled for March 11 and 25, as well as April 8 and 15, will be added to this Friday’s meeting, this last day remains as a tentative date for the thematic table to have a report ready.
The theme of the social Security is part of a group of reforms promoted by the president Louis Abinader.
