According to official figures, 1.9 million families lack adequate housing or do not have a roof over their heads. To close this gap, the Mivivienda Fund administers various programs that, through subsidies, seek to facilitate access to housing.
Among them, the New Mivivienda Credit stands out, aimed at middle-income people who, without this policy, would have difficulty accessing a mortgage. This program offers the Good Payer Bonus (BBP), a non-refundable subsidy that covers part of the down payment on the property. By 2026, the BBP budget decreased by 67%. However, Boluarte’s salary increased 128%.

Another affected program is Techo Propio, a non-refundable subsidy for low-income families, intended for both the acquisition of new housing (AVN) and for construction on one’s own site (CSP). The budget for AVN fell 51% and for CSP it fell 46%.
What the cut does not take into account is that, just as it affects low- and medium-income families, it also affects jobs and investment in the real estate sector.
“Today we see an opportunity for the president (Jerí), through the Minister of Housing and Congress, to correct this problem of which they are already fully informed,” said José Espantoso, president of the Confederation of Real Estate Developers of Peru (Codip).
Espantoso maintained that the real estate sector is the second most relevant within private investment, with job creation that reaches 280 thousand people. He said that, although the businessman in this sector must deal with the risks inherent to the market, what he cannot face is the uncertainty regarding whether the Mivivienda program may be paralyzed and housing production may be affected.
