Redac: Venezuelan migrants face barriers to identity and political participation

The document covers populations in Spain, the United States, Ecuador, Colombia, Mexico, Panama, Argentina, Peru and Chile. He stressed that 100% of the consulates visited do not have the possibility of registration open for Venezuelans


A new report presented by the Network of Citizen Activists for Human Rights (Redac): Footprints of Venezuelan mobility: Analysis and documentation of the right to identity and participation of Venezuelan migrants and refugeesexamined two rights of Venezuelans in mobility: the right to identity and political participation, expressed in access to personal identification documents and the possibility of voting.

Among the findings of this investigation, they found that there are various obstacles that prevent full access to the rights to identity and political participation from abroad, such as the high cost of passport processing; the long waiting times to obtain them; the impossibility of processing identity cards from the consular offices; the breaking of diplomatic relations with some countries; and the restrictive regulations on the conditions to register in the Permanent Electoral Registry (REP) in consulates.

In addition, to this is added the new identification mechanism put into practice by the Administrative Service for Immigration and Alien Identification (Saime).

“There is an intrinsic relationship between the right to identity, specifically in its sphere related to the right to access identification documents, and the possibility of accessing migratory regularization mechanisms.” On the other hand, he points out that the presence of a Venezuelan consulate does not guarantee that people can effectively carry out their procedures.

“100% of the consulates visited do not have the possibility of registration open for Venezuelans. This in itself violates the right to political participation and currently constitutes the main obstacle to the exercise of the right to participation.

Redac was born in Venezuela due to the impulse of the Human Rights organization, Center for Justice and Peace (Cepaz) in 2015. The document presented by this platform showed that Venezuelan migrants and refugees face numerous barriers to the exercise of rights to identity and political participation. The countries consulted were: Spain, the United States, Ecuador, Colombia, Mexico, Panama, Argentina, Peru and Chile.
