The rector of the University of Panama (UP), Eduardo Flores, warned the officials of that house of higher studies that the 2009 article of its statute prohibits full-time professors from exercising full-time academic or administrative functions in another public institution. or private, except with the authorization of the university authorities.
In a note sent to all the deans, vice-deans and directors of regional centers, Flores specifies that article 303 of the Constitution states that “public servants may not receive two or more salaries paid by the State, except in special cases determined by the Law, nor hold positions in simultaneous work shifts.
Flores’ circular came shortly after the scandal registered at the Autonomous University of Chiriquí (Unachi), in which the call to trial against the rectors Héctor Requena and Etelvina de Bonagas is requested for an alleged patrimonial injury of more than 209 thousand dollars .
After the result of an extension of the investigation ordered by the Court of Auditors, within the investigation carried out by the attorney general, Waleska Hormechea, it was determined “the collection of full-time salaries and remuneration of an official in a school in the city of David and in the Unachi”.
Flores specifies that full-time UP professors may only carry out academic work at other universities or advising institutions, with the authorization of the rector, at the request of the interested party and upon recommendation of the Dean or Director of the Regional University Center and that You can only teach classes at another university with the authorization of the Dean.
In addition, Flores specifies that failure to comply with this rule can lead to the loss of his full time as a teacher and cites a query made to the Administration Attorney’s Office in which he highlights that it is not feasible to be a full-time university teacher in two places to the time.
