In total, 444 cities have federal recognition of a state of emergency or public calamity in force and can request the amount of R$5,100 for each family living in an area effectively affected by the floods, to help recover assets lost in the floods.

The Reconstruction Aid paid in a single installment was created by Provisional Measure No. 1,219. The federal government expects to assist 375 thousand families in Rio Grande do Sul, representing R$1.9 billion in resources allocated to the benefit.

There is no set criterion for the use of Reconstruction Aid resources. The amount can be used in whatever way the victims see fit.

Register

City halls with an official state of emergency must include data on families living in areas effectively affected by flooding, in the so-called flood zone, defined by satellite images, in Reconstruction Aid page.

Homeless or displaced families will be entitled to the R$5,100 payment, even if the beneficiary is entitled to other welfare benefits, such as Bolsa Família, or social security benefits from the federal, state or municipal government. The same applies to those who are receiving installments of Unemployment Insurance.

Problems

The Ministry of Integration and Regional Development points out that many records present inconsistencies and municipal managers need to forward corrections so that victims receive federal resources.

Currently, approximately 115.7 thousand registrations from 231 municipalities in Rio Grande do Sul were not initially approved according to the criteria and will be returned to the city governments for corrections. Of these inconsistencies, 4,016 families that were left homeless or displaced appear with members registered twice, in more than one family; there are 5,322 families that have already received the benefit and are applying for it in another city; another 1,433 heads of families with evidence of death in the government database; and 68,864 are records with more than one family at the same address.

The main reasons for non-approval of families registered by city halls were identified by the MIDR in one or more criteria:

· Invalid CPF;

· CPF of a person under 16 years of age;

· CPF with death registration in federal government databases;

· family with application in more than one municipality;

· The family member responsible is not the holder of the CPF provided

· single family in CadÚnico registered as more than one family in Reconstruction Aid;

· single family in Cadúnico with a member in another qualified family;

· family with common member(s) in the Reconstruction Aid;

· family registered at the same address as another family;

The Ministry of Integration and Regional Development guarantees that all families already registered by city halls, which still have their processes under analysis for release of the benefit, will continue to be examined after this Friday (26).

On Tuesday (23), the ministers of the Civil House of the Presidency of the Republic, Rui Costa; of the Extraordinary Secretariat for Support for the Reconstruction of Rio Grande do Sul, Paulo Pimenta, and of Integration and Regional Development, Waldez Góes, met online with mayors from Rio Grande do Sul, to clarify the registrations for the Reconstruction Aid so that more families can receive the benefit.

Balance

Financial support in the amount of R$5,100, paid in a single installment by the federal government to families affected by the floods in Rio Grande do Sul, has already been transferred to 346.8 thousand families in the state from an investment of R$1.6 billion, as of Tuesday (23).
