They continue to collect political favors. The Government appointed this Sunday, December 4, Raúl Noblecilla Olaechea in the position of Vice Minister of Territorial Governance of the Presidency of the Council of Ministers (PCM).
The appointment was made official through Supreme Resolution No. 326-2022-PCM, published today in the Legal Standards Bulletin of the Official Gazette El Peruano and in accordance with Law No. 29158, Organic Law of the Executive Power and Law No. 27594, Law that regulates the participation of the Executive Branch in the appointment and designation of public officials.
“Appoint Mr. Raúl Noblecilla in the position of Vice Minister of Territorial Governance of the Presidency of the Council of Ministers”, reads the document with the signatures of the president Pedro Castillo and the head of the PCM, Betsy Chavez.
Appointment of Raúl Noblecilla
Through another resolution, the Executive Power indicates that this appointment is made after accepting the resignation of Pedro Palomino Sánchez, who has been in the position since last September.
As recalled, Noblecilla adviser to the congressman’s parliamentary office Guillermo Bermejo (Perú Democrático) and is also one of his lawyers in the process against the legislator for alleged terrorist affiliation.
Also, last October, Raúl Noblecilla and Ronald Atencio filed a criminal complaint against the National Prosecutor, Patricia Benavidesfor the alleged commission of the crimes of criminal organization, personal concealment and obstruction of justice.
DISCIPLINARY PROCESSES AGAINST NOBLECILLA
The Human Resources area of the Congress opened two disciplinary processes to Raul Noblecillaadvisor to congressman Guillermo Bermejo (Democratic Peru) and lawyer for President Pedro Castillo.
According to the letters notified to Noblecilla –who has the position of advisor II with a salary of S/8,957–, he would have incurred in a serious offense stipulated in subparagraph A of article 25 of Supreme Decree No. 003-97-TR.
The norm stipulates as an infraction “repeated resistance to orders” and “the untimely stoppage of work”.
