Ratification of preventive detention against former administrator of the National Lottery

The fiscal Andrés Mena, from the Specialized Prosecutor’s Office for the Persecution of Administrative Corruption (Pepca), highlighted the strength of the accusation of the Public Ministry and said that the court rejected all the claims filed by the defense of the accused Dicent.

With the appeal, the former administrator of the National Lottery sought to change the measure of coercion of preventive detention that he complies with at the Najayo Hombres Correction and Rehabilitation Center, in San Cristóbal.

“The Public Ministry urges the defense to prepare for the hearing that will be held on April 18, which is the preliminary hearing”Mina warned.

He explained to the press, after the decision of the higher court, that “the budgets were not sufficient and for this reason the court ratified the imprisonment of the accused Dicent.”

At the hearing, the Public ministry he was also represented by the head of Pepca, Wilson Camacho; the Litigation Coordinator of that body, Mirna Ortiz, Yudelka Holguín Liz and Adolfo Martínez.

The court, made up of judges Isis Muñiz, president; Teófilo Andújar and Luis Jiménez, decided to ratify the preventive detention after accepting the request of the members of the Public Ministry.

Last March, the Public Ministry presented a formal accusation against the eleven involved in the fraud against the National Lottery and gambling banks, whose defrauded amount amounts to more than 500 million pesos.

Previously, during the mandatory review of the measures last January, the Fourth Investigating Court of the National District ratified the coercion of Dicent and the other defendants in the case.

In addition to Dicent, the preventive detention measure at the Najayo Hombres Correction and Rehabilitation Center was ratified for William Lizandro Rosario Ortiz and Eladio Batista Valerio.

While the co-defendants Valentina Rosario Cruz, Jonathan Brea, Carlos Berigüete and Felipe Santiago Toribio were confirmed house arrest, while periodic presentation to Edison Manuel Perdomo Peralta, and Miguel Mejía and Rafael Mesa, the periodic presentation and impediment of exit from the country.

Fugitive Leónidas Medina Arvelo (Nazareth) is also linked to this case.

The research of Operation 13 is in charge of the General Directorate of Persecution of the Public Ministry and the Pepca, headed by deputy prosecutors Yeni Berenice Reynoso and Wilson Camacho.
