R$6.5 billion fund to recover infrastructure in RS is made official

Three days after the publication of a extraordinary credit For areas affected by floods in Rio Grande do Sul, President Luiz Inácio Lula da Silva officially created a R$6.5 billion fund to recover the state’s infrastructure. Lula was accompanied by the Ministers of Cities, Jader Filho; the Social Communication Secretariat of the Presidency of the Republic, Paulo Pimenta; and the Secretary of Institutional Relations, Alexandre Padilha. With the official name of the Support Fund for the Requalification and Recovery of Infrastructures due to Extreme Climatic Events, the fund received resources from the Ministry of Cities, opened through extraordinary credit from the Provisional Measure (MP) 1,282published last Tuesday (24).

The majority of the resources, R$2.5 billion, will be applied to dike interventions, as well as buffer basins and the recovery or reinforcement of pump houses in the municipalities of Porto Alegre and Alvorada (Arroio Feijó). The fund also foresees the investment of R$ 1.9 billion in works on dikes in the Rio dos Sinos Basin region, which will benefit the cities of Canoas, Esteio, Sapucaia do Sul, Nova Santa Rita, Rolante, Novo Hamburgo, Campo Bom , São Leopoldo, Igrejinha and Três Coroas.

The fund also allocates R$450 million in interventions in the Gravataí Basin, R$531 million in Eldorado do Sul, R$502 million in the Metropolitan Region of Porto Alegre, R$69.3 million in São Leopoldo and R$14.5 million for the municipalities of the Caí Basin: Montenegro, São Sebastião do Caí, Harmonia and Pareci Novo, among others. R$533.2 million is also planned for accessory and complementary activities to the projects mentioned above and other costs.

History

In the first week of December, the MP 1,278 authorized the creation of the fund, allocating reimbursable or non-refundable resources for the recovery of structures affected by the rains in Rio Grande do Sul.

On the 13th, the Civil House approved a resolution with the Resource Application Plan, with the projects to be supported by the fund. According to Palácio do Planalto, many of these projects are completed or in the final bidding stage for those executing the works. With an execution deadline of December 15, 2031, the plan can be extended.

On Christmas Eve, MP 1,282 allocated R$6.5 billion for the Ministry of Cities to contribute to the fund. As it is an extraordinary credit, the money is outside the spending limit of the fiscal framework and is not considered when determining the government’s primary result target.
