Querétaro Congress rejects state budget; Morena accuses discrimination

This Saturday, the majority block of Morena-PVEM-PT in it Querétaro Congressrejected the state budget presented by the PAN Governor Mauricio Kuri González, accusing that the project shows a marked discrimination in the allocation of resources to the municipalities of the Fourth Transformation.

Thus, in order to unblock the project, and prior to the session that will be held this Monday to vote again on the budget, the Federal deputy of Morena, Luis Humberto Fernández, analyzes with local congressmen Homero Barrera, Sinuhé Piedragil, Sully Mauricio Sixtos and Ulises Gómez de la Rosa, who voted against the State Budget, negotiate a readjustment to the figures in order to promote a reorientation of resources.

According to the Morenistas, the figures presented by Governor Mauricio Kuri “do not represent a solution to the structural problems of the state, they reflect wrong priorities and a alarming disconnection with social reality and economic life that thousands of people live in.”

During the discussion of this budget, they also accused that it does not effectively address regional inequalities, nor does it have a balanced development throughout the state, since they denounced that the state project shows marked discrimination in the allocation of resources to the municipalities of the Fourth Transformationlike Pedro Escobedo, Ezequiel Montes, Tequisquiapan and Cadereyta.

And they detailed that in the case of the municipality of Pedro Escobedo there is a substantial decrease in Public Works by the local government in fiscal year 2025, obtaining 19 million 668,657.26 pesos, a figure that represents less than 20% of the state investment that the municipality had in the lowest year of the 2019-2024 administration (24 million 063,109 pesos in 2022) and more five times less than the 2020 investment (103 million 528,363 pesos).

Likewise, they added, the allocation of federal resources for the municipalities of Ezequiel Montes and Tequisquiapan is regressive.

Regarding the Fiscal Package 2026legislators also said they were against contingency provision measures, pointing out that they impose new burdens on citizens instead of redirecting spending.

In this context, they detailed that the 2026 Fiscal Package contemplates 60 million pesos for Emergency Provision and Civil Protection and additionally, the creation of a Contingency Provident Fund is proposed, which would be nourished with a quota of 141 pesos added to certain state procedures that exceed 10 UMAS.

“It is estimated that this mechanism could raise between 200 and 250 million pesos annually. There is no clear strategy to strengthen public services or to guarantee basic rights… The lack of evaluation and accountability mechanisms opens the door to waste and inefficiency,” they emphasize before the budget that will be discussed again this Monday.
