The main producer of evaporated milk in the country, Gloryhas communicated to the providers of the national school feeding program qaliwarma that he blocking traffic on the roads it will affect the supply of dairy products that are distributed to more than 64 thousand schools throughout the country.
In a document signed by the most important providers of qaliwarmaaddressed to the executive director Mabel Galvez Galvezthey point out that In addition to evaporated milk, there are other products that will not be available either, such as oils and canned fish, which is why they ask you to take urgent measures.
“In addition to the direct impacts on the collection and distribution (of milk), the situation of uncertainty generated by roadblocks and social conflicts has been affecting the supply of food to cattle, which in turn has caused a decrease in the quantity of milk produced and its quality”, Gloria informed the Qali Warma suppliers.
To guarantee the distribution of food for the 4 million schoolchildren in the national territory this year, the suppliers ask the executive director of Qali Warma for immediate actions. After having signed contracts on January 20 of this year, by February 7 the suppliers should have all the products in the warehouses. With roadblocks, the schedule could be disrupted.
The suppliers propose that the Qali Warma authorities reduce the product release time for the first delivery, in order to comply with the distribution schedule. To ensure the supply of evaporated milk and canned fish, the suppliers told Qali Warma to authorize the use of the 2022 technical sheet until the second delivery of food. This is due to the fact that the producing companies, when they are out of supplies, will not be able to issue the technical sheets corresponding to 2023.
However, the technical coordinator of qaliwarma, Luis Contreras Bonilla, stated that the program guarantees the distribution of food from the first day of classes, which will be on March 13. “The purchasing process for the supply of food and timely delivery has been carried out well in advance as of the last quarter of the year 2022. It allows us to already have contracts signed as of this month of January and with this the process began supply, explained Luis Contreras.
“With this anticipation, situations that could arise along the way are also foreseen,” Contreras noted. The Qali Warma technical coordinator added that the contracts signed by the suppliers on January 20 oblige them to comply with the established schedule so that the food reaches the schoolchildren in a timely manner.
Notwithstanding what has been said, suppliers in Cusco, one of the regions most affected by the social protestshave addressed letters to the executive director of Qali Warma asking her to agree to their proposals to respond to the emergency and not affect compliance with the delivery of food to schoolchildren.
“Many of the products that are part of the food basket for the supply to Qali Warma are made in the Cusco region or neighboring regions, and since there is no free transit, it is factually impossible to transfer raw materials for processing, even having taken the respective forecasts since December 2022”, the suppliers of Cusco reported.
The Qali Warma suppliers in Piura sent a very similar report to the executive director Mabel Gálvez: “Finding ourselves in the national situation that we are currently experiencing with road closures and demonstrations throughout the country, economic and social instability has been generated. food shortages, to which Qali Warma should not be oblivious since the current Peruvian reality affects all Peruvians and in this case Qali Warma suppliers, Qali Warma workers and Qali Warma itself as an entity”.
Given the demands of the suppliers for Qali Warma to react to the emergency situation, the technical coordinator reiterated that this type of situation is foreseen and that there are protocols to overcome them.
“In the framework of the signed contracts, protocols are established to be able to attend to situations of fortuitous cases or force majeure when appropriate and duly verified, in order to guarantee the provision of the food service as of March 13, as planned,” he said. Luis Contreras.
