Santo Domingo. -The General Directorate of Public Procurement (DGCP) established this Thursday the new thresholds that public institutions subject to the scope of application of Law No. 340-06 must use during 2025 to determine the selection procedures to be used in contracting. of goods, services and works.

The provision is contained in resolution PNP 01-2025, which establishes that entities must call for public bidding for all works from an amount of RD$411,347,976.00 onwards; as well as from RD$6,272,014.16 onwards for the acquisition of goods and services.
In the case of restricted bidding, the new thresholds for works range from RD$310,107,093.01 to RD$411,347,975.99. Meanwhile, for goods and services, they range from RD$5,644,812.74 to RD$6,272,014.15.
Regarding the works raffles, the governing body of public procurement establishes that the reference value ranges from RD$186,064,255.81 to RD$310,107,093.00
Regarding the price comparison procedure for works for 2025, the limit ranges from RD$49,617,134.88 to RD$186,064,255.80; while, in the case of goods and services, the limit of this contracting modality ranges from RD$1,860,642.56 to RD$5,644,812.73.
In minor purchases of goods and services, the threshold established by the DGCP is from RD$248,085.67 to RD$1,860,642.55.
This adjustment is due to the fact that Law No. 340-06 on Purchasing and Contracting and its modifications, in its article 17, establishes that to determine the selection modality to be applied in the purchasing and contracting processes, institutions must use the maximum thresholds, which are calculated by multiplying the current income budget of the Central Government, approved by the Congress of the Republic, by the factors included in said article, as applicable to works, goods and services.
In this sense, these calculations have been made based on the General State Budget for the year 2025, which approved an estimate of current income of the Central Government for the sum of RD$1,240,428,372,056, in accordance with the provisions of Law 80-24 of date December 9, 2024.
In that order, it is the responsibility of the General Directorate of Public Procurement to set and update each year through a resolution said thresholds for the selection procedures to which the different contracting modalities will be subject (public bidding, restricted bidding, drawing of works). , price comparison and minor purchases).
This resolution was issued on January 2 of this year and will be valid until the issuance of another administrative act that replaces it.
