The Presidential Decree creating an office for the Ministry of Economy at the Brazilian Embassy in Washington (USA) was published in the Official Gazette of the Union today (27). THE Decree No. 10,948 details how the appointment, performance and remuneration of the head of the office and his advisor will be.
According to the document, the remuneration paid to the head of the office will be equivalent to that of a first-class minister, in the career of diplomats at the Ministry of Foreign Affairs (R$ 27,300). The advisor will receive the equivalent of a second-class minister (R$ 26,300).
It will be up to the Minister of Economy, through an act of the president and having previously heard the Ministry of Foreign Affairs, to designate the occupants of the two positions.
Both the head of the office and his advisor will be designated civil attaché of the embassy, which will give them and their family members (spouse, partner/companion and dependents) the right to a diplomatic passport. The mission will last for two years, and may be extended once, for an equal period.
The decree also describes duties to which the head of the office will be subject. Among them, abstaining from manifestations on internal and external policies, as well as on matters that may be conducted, without authorization from the Ministry of Economy.
Despite pointing out as a requirement for the designation a public servant who is in office in the ministry or in an entity linked to it, the decree opens the possibility for the two positions (chief and advisor) to be occupied by people who are not from the current staff, provided that have “at least one year of experience in the Ministry of Economy or in an entity linked to the body, in the last five years”.
