Between October 2023 and 2025, the quotes of the public sector increased by 9.71%, going from RD$ 699,993 to 767,964 million, according to figures from the Social Security Treasury (TSS).
According to the last Statistical Bulletin of the Contributory Regime of the Dominican System of Social security (SDSS), the services sector concentrated 99.86% of the quotes of the public sector by October 2025, which positions it as the one with the greatest weight within the contributory regime state.
In that same month, the average quotable salary In the public sector it amounted to 42,607.80 pesos, while in the private sector it was RD$36,232.85. The difference reflects a salary gap of more than 6,000 pesos in favor of public employment.
Although contributory salaries in the public sector are higher, the salary increase has been greater in the private sector. In this period, between 2023 and 2025, the average salary in the public sector grew by 7.57%, compared to an increase of 17.74% in the private sector.

Previously, the Government has explained that the main payroll income recorded in 2025 corresponded to the security (police), health (medical or medical assistance personnel) and education (teachers and support staff) sectors.

Between April and October 2023, a decrease in the number of contributors was observed, attributed to the detection of fraud linked to the proliferation of “virtual employers”, that is, entities that simulated non-existent employment relationships. for membership purposes.
In October 2025, the TSS collected a total of 6,792.5 million pesos. The distribution of this sector was 1,780 million pesos in contributions from workers and 4,467 million pesos from employers, adding up to a total of 6,247 million. 545 million pesos were also collected from other items. The participation of the public sector in the entity’s total collections was approximately 34%, which implies that more than a third of social security contributions, in that month, came from State salaries.
