The payroll of the public sector increased by 14% in the last twelve months, according to statistics published by the Social Security Treasury (TSS).
Until August 2021 the payroll had 630,727 employees, by August 2022, when the count of the payrollhad climbed to 721,448 for a difference of 90,721 or what is equal to an increase of 14%.
More than 90% of government jobs are in service areas, performing some work in public administration agencies, whose statistics reached 660,638 contributors for an increase of 15% and absolute of 87,019 employees.
When disaggregating the statistical table of the Treasury, an increase in the other services segment is reflected, where 13,129 workers were included in August of last year, a figure that rose to 15,099 for a percentage increase of 15%.
In the case of government financial entities, contributing employees went from 13,129 in the eighth month of this year to 14,126, that is, about 997 new workers reported in the TSS.
The entity indicates in its monthly report that the increase in payroll The public sector has gradually climbed, month after month, since 2021, when the year closed with 681,067 people contributing to Social Security and by January 2022 there were 688,275.
Education
The Ministry of Education also records variations in the number of contributions of its employees registered in the Treasury, which reached 6,609 contributions as of August last year and, in the same month of this 2022, stood at 7,578 contributions.
To that payroll Minister Ángel Hernández referred, who, upon his arrival at that ministry, found anomalies with people getting paid without performing any function and others who were already dismissed, but who remained in payrolldespite this condition.
Resolution
After a process of reorganization of the payrolls of the ministries and decentralized entities of the State, officials must report their collaborators under only two mechanisms with which they must clarify the type of employment relationship agreed with each employee: employees with a fixed contract to long-term and temporary ones that are recorded for previously defined periods.
“Through the temporary appointment, a person is designated to occupy, for a period not exceeding six months, an administrative or special career position, when it is vacant and cannot be provided immediately through a competition” , specifies resolution 113-21 of the Ministry of Public Administration.
The document establishes that they will be incorporated directly into the payroll public as civil servants or fixed servants those of free appointment, designated by the president of the Republic.
Likewise, those with a simplified statute and those of trust, appointed by the ministers or by the highest executive authorities; and those of a general or special administrative career, whose entry is made through competitions, also designated by the heads of institutions.
The Ministry of Public Administration (MAP) and the General Directorate of the Budget (DIGEPRES) issued a circular on July 20, 2022 in which they announced a restriction for the entry or movement of personnel and salary readjustments that represent increases in the line of salaries in the institutions that make up the Public Administration. Resolution DGP-SAL-2022-00183 indicates that the provision applies for the remainder of this year and highlights that only those entities or bodies that, by their nature, merit it, and that have the proper authorization, may make adjustments.
