In accordance with the special regime for INAC personnel, the position of air traffic controller is a trustworthy one and their activity is considered State security.
The Public ministry charged the air traffic controllers identified as Guillermo González and Derbys Rodríguez for disclosing State information, by making posts on social networks about operations from the Air Traffic Control Tower at the Simón Bolívar International Airport in Maiquetía, Vargas state ( now La Guaira).

The tax attorney general of the Republic, Tarek William Saab, reported that this case is in the trial phase, waiting to evacuate four pieces of evidence for its conclusion in approximately four hearings. For these facts, González was accused of disclosing confidential information, terrorism and association; while Rodríguez is being tried for disclosure of confidential information and association.
Saab at a press conference, indicated that on May 20, 2020, the coordinator of the Work Area of the Air Traffic Service of the National Institute of Civil Aeronautics (INAC), presented before the General Directorate of Military Counterintelligence, (Dgcim), a complaint against Guillermo González for making public, in his capacity as air traffic controller, information of a strictly reserved nature, after which this citizen was arrested on May 21, 2020.
What did the controllers do?
From the investigation carried out by the Public Ministry, it was verified that the accused published on his personal and public Twitter account, during the month of April 2020, several messages with confidential information that put the security of the nation at risk by showing data, photographic images and videos of aircraft, both civil and military, some of them carrying out state missions, when they arrived or were about to take off,” he explained.
He pointed out that on June 4, 2020, the director of the Inac Area Navigation Services filed a complaint against Derbys Rodríguez, for his alleged involvement with Guillermo González in these illegal actions.
“When located the next day, this air traffic controller had on his phone an operational report of the Venezuelan air navigation services, containing images of different areas of the Maiquetía International Airport,” as well as “reviews of the functions and management of the air traffic and services situation”, a document that he shared with a third party via email in September 2019, he pointed out.
According to the Civil Aeronautics Law of the (INAC) and the special regime of the entity’s personnel, the position of Air Traffic Controller is a position of trust and its activity is considered State security.
