A public hearing will be held this Monday (17), with transmission by TV Justiça and Rádio Justiça, to discuss the requirement of public calling before the authorization for the operation of new courses of Medicine. The subject is the subject of the Declaratory Action of Constitutionality (ADC) 81 and the Direct Action of Unconstitutionality (ADI) 7187, both reported by Minister Gilmar Mendes.
The public hearing schedule will feature 47 civil society organizations in the areas of education and health, universities, executive authorities, parliamentarians, former ministers, health secretariats, municipalities and medical students. Each exhibition will have 10 minutes. The hearing will take place from 9:30 am to 12:30 pm and from 2 pm to 8 pm, in the Session Room of the First Panel of the STF.
According to Minister Gilmar Mendes, the choice of participants was based on criteria of representativeness, technical expertise, gender diversity, expertise and guarantee of plurality of opinions, with parity of points of view to be defended. In total, there were more than 80 registered to participate in the public hearing.
All registered participants, including those who were not selected as exhibitors, will be able to send contributions in writing, until October 17, to the electronic address [email protected]. The material will be incorporated into the final report of the public hearing.
The public call is a procedure carried out by the public administration to select partnerships to carry out activities or projects that are of public interest. In the case of medical courses, it is provided for in the Mais Médicos Program (Law 12,871/2013, article 3), under the responsibility of the Ministry of Education.
In ADC 81, the National Association of Private Universities (Anup) defends the requirement, while the Council of Rectors of Brazilian Universities (Crub) maintains that the measure favors large groups and violates university autonomy, among other principles.
