Public Health accounts are still embargoed due to labor issues

Central Bank increases monetary policy rates

The Civil and Commercial Chamber of the National District ratified the embargo on the bank accounts of the Ministry of Public Health, arising from a labor ruling in favor of Amin Alvarado Reyes.

Public Health intended to lift the retention or opposition of the accounts alleging Law 86-11, on the non-seizure of Public Funds.

However, the Civil and Commercial Chamber based its decision on ruling 0170-2016, of the Constitutional Court, which citing a decision of the Supreme Court of Justice recalls that the unattachability of public funds should not be extended to labor credits, as this would eliminate the possibility of collecting owed and recognized benefits and the fundamental right to work and its guarantees.
