Two days after making a R$6.5 billion fund for reconstruction of Rio Grande do Sul, the government issued two provisional measures this Sunday (29) with extraordinary credit of R$525.71 million for the state.
The money will be used to rebuild infrastructure affected by the floods from April to June this year and for social support policies for families affected by the climate tragedy.
In a statement, Palácio do Planalto reported that the extraordinary credit was justified given the urgency and relevance of continuing to respond to the consequences of extreme weather events in Rio Grande do Sul. The statement highlighted that the floods in the state caused unprecedented losses, damaging population and economic activities in an intense and unexpected way.
Outside the spending limits of the fiscal framework, as it is an extraordinary credit, the money will benefit five ministries: Development and Social Assistance, Family and Fight Against Hunger (MDS); Development, Industry, Commerce and Services (Mdic); Regional Integration and Development (MIDR); Cities; and Agrarian Development and Family Farming (MDA). The provisional measures were published in an extraordinary edition of the Official Gazette of the Union.
For the MDS, the MP 1,283 releases R$ 168.26 million to the National Social Assistance Fund, the payment of the Continuous Payment Benefits (BPC) of the Lifetime Monthly Income (RMV). THE MP 1,284 allocates another R$34.51 million to MDS, to rebuild the social assistance network in 37 municipalities in Rio Grande do Sul.
MP 1,284 also provides for the following expenses:
• R$120.19 million in official credit for 7,232 settled families (in housing and development modalities), with supervision from the National Institute of Colonization and Agrarian Reform (Incra);
• R$71.75 million for financial support for displaced or homeless families in Rio Grande do Sul, implemented by the Ministry of Integration and Regional Development;
• R$60 million for the Ministry of Cities to reestablish the operation of the Porto Alegre Urban Train Company (Trensurb);
• R$57.98 million for the MDA to recover infrastructure in Incra settlements, benefiting 4,326 families;
• R$13 million for the MDIC to recover the structures of units of the National Institute of Metrology, Quality and Technology (Inmetro), as well as objects essential to metrological control and market surveillance activities.
