The Office of the Ombudsman in La Libertad reported yesterday that, according to the ranking of the most complained institutions in 2024, it is the municipalities that lead the survey with 22.3% of complaints.

Now, of all the communes in the region, the one that heads the list is Provincial Municipality of Trujillo (MPT). Second place is occupied by District Municipality of Pacasmayo and third place goes to district commune of Víctor Larco Herrera.
In all three cases, the reasons for the complaints are due to the excessive delay in resolving citizens’ requests, as well as the delay in resolving the administrative sanctioning procedures.
Discomfort
The health sector is in second place in terms of complaints with 19.2%. In this case, the majority of claims were against Essalud and secondly against the hospitals of the Ministry of Health (Minsa). The reasons that caused the discomfort of the users were the delay in care, lack of equipment and medicines.
The education sector is in third position in number of complaints with 14.1%.

The Local Educational Management Units (Ugel) are the most questioned (66 complaints), followed by public educational institutions (49 complaints). The reasons have to do with the delay in addressing citizens’ complaints against teaching staff and violations of students’ access to and permanence in the educational service.
The Justice sector is in fourth place. In this case, it is the National Penitentiary Institute (Inpe) that is most complained about. The Trujillo penitentiary establishments (men and women) and the Pacasmayo prison were also targets of complaints. The unjustified delay in providing medical care to inmates is the main reason for discontent.
