Provías, an entity attached to the Ministry of Transportation and Communications (TCM), published a statement in which it denies an alleged unilateral resolution by the Peruvian State of the government-to-government (G2G) contracts with France, which would affect emblematic works such as the New Central Highway and the Santa Rosa Expressway.
“The agreement remains in force and has not been resolved, so the execution of these important projects will continue according to the schedule established for this year,” the statement reads.
Claudia Dávila Moscoso, Executive Director of Provías Nacional, said that the technical assistance contract they have with PMO-VÍAS has been resolved, which has motivated the start of conversations with said company.
“PVO Vías is a technical assistant… The contracts or the government-to-government agreement with France are not being resolved. The only thing that is being done is to resolve the contract with the technical assistance,” said Dávila Moscoso on Canal N.
The projects, which are executed under the government-to-government modality with the technical support of France, have not been canceled, but are currently subject to a comprehensive technical review of the portfolio of G2G initiatives to guarantee their financial viability and long-term fiscal sustainability, as explained by the MEF in a joint statement with the MTC.
The authorities clarified that the review does not constitute a resolution of the contracts, but rather a technical process to adjust financing and ensure that megaprojects—which involve investments of billions of soles—can be executed without compromising the State’s budgetary capacity. The allocation of resources is maintained in the 2026 budget planning, with specific items to advance studies, release of properties and contractual preparation before the start of physical works.
THEY CONTRADICT PMO-VÍAS
Provías’ response comes after the publication of a statement from PMO-VÍAS in which they announced the resolution of the contracts and, consequently, the government-to-government agreement with France signed in May 2021, in what appears to be a dispute between the Executive and the technical assistance company.
The final clarification seeks to reassure investors, actors in the construction sector and citizens, highlighting that both the New Central Highway and the Santa Rosa Expressway remain on the public investment agenda and that the Peruvian State is working to ensure the resources and technical planning necessary for its development, within a context of responsible review of financial commitments in the face of current budgetary challenges.
