The second office of the Special Team of Prosecutors in charge of the ‘Cuellos Blancos del Puerto’ case presented criminal charges against 46 people linked to acts of corruption committed as part of the criminal organization ‘Cuellos Blancos del Puerto’, which the former president of the Court of Callao, Walter Ríos and the fugitive supreme judge César Hinostroza.
The accusation includes the assistant Gianfranco Paredes Sánchez, the legal advisor Nelson Aparicio Beizaga, the driver John Misha Mansilla, the former head of the Administration and Finance Unit, Verónica Rojas Aguirre of the former president of the Superior Court of Callao, Walter Ríos, already sentenced to 12 years in prison, in a process of effective collaboration.

Likewise, to the former advisors of the defunct National Council of the Judiciary (CNM) Pablo Saúl Morales Vásquez and Miguel Ángel Torres Reyna, the businessmen Mario Mendoza Díaz, Fernando Seminario Arteta, Rubén Nieto Mujica, David Kuoman Saavedra, Carlos Alberto Zúñiga Capuñay and Luis Alberto Marsano Bacigalupo.
“This accusation – which contemplates 113 illicit acts committed – involves the crimes of criminal organization, specific active bribery, specific passive bribery, generic active bribery, own passive bribery, improper passive bribery, active bribery in the field of police function, embezzlement, influence peddling, incompatible negotiation and passive corruption of jurisdictional assistants for whom sentences of more than 34 years of imprisonment have been requested,” reported the Public Ministry.
According to the prosecutor’s request, the sentences – for 34 years and four months of imprisonment – were requested for Gianfranco Martín Paredes Sánchez and John Robert Misha Mansilla, in their capacity as former advisor and former driver of the former president of the Superior Court of Justice (CSJ). ) from Callao, Walter Ríos Montalvo, respectively.
In turn, sentences were requested against the former officials of the CSJ of Callao: Carlos Parra Pineda (former manager of District Administration) for whom 33 years and nine months of imprisonment has been requested; as well as for Nelson Aparicio Beizaga (former legal advisor) and Verónica Rojas Aguirre (former head of the Administration and Finance Unit) whose request is for 22 years and eight months for both.
Likewise, sentences of 17 years and two months were required for Pablo Saúl Morales Vásquez and Miguel Ángel Torres Reyna, former advisors of the former National Council of the Judiciary (CNM).
Added to this is the accusation made against judicial servants Roger Martínez Alegría and Pavel Rozas Pino, against whom sentences of 18 and 17 years, respectively, have been required; as well as for Alejandro Pantoja Hidalgo, Ángela Adriana Espinoza Tripul, Carlos Coronado Tapia, Jorge Granados Granados, Karla Vásquez Sialer, Mariella Hidalgo Causto, Mirtha Chapoñan Tamayo, Natalia Campomanes Alonzo, Pierina Ugaz Solís, Fiorella Giovanna Rojas Vargas; whose sentence request is for five years and two months; and—for four years and seven months—for the servants Erika Magaly Yáñez Quevedo, Gino Leo Villafuerte Cotrina, Henry Antonio Ruiz Lacunza, Miguel Ángel Miranda Mendoza, Milagros Alejandra Díaz Morales and Miguel Ángel Suárez Tipiani.
Meanwhile, for the businessmen Mario Américo Mendoza Díaz, a sentence of 14 years and seven months has been requested; for Fernando Seminario Arteta and Rubén Nieto Mujica, aged nine years and two months; while for David Kuoman Saavedra, Carlos Alberto Zúñiga Capuñay and Luis Alberto Marsano Bacigalupo, sentences of four years and seven months have been requested.
Likewise, for the trial lawyers Jacinto César Salinas Bedón and Marcelino Meneses Huayra, a sentence of 20 years of imprisonment was required, while, for the lawyer Víctor Maximiliano León Montenegro, 10 years was requested.
Finally, said prosecutor’s office has filed an accusation and has requested a sentence of five years and two months against the citizens Madijeht Henriquez Carrasco, Martha Sifuentes Siches and Mayra Calle Peña; while the proposed sentence for José Luis Cavassa Roncalla, Claudia Valdivia Revolledo, Kathya Zavala Dulanto, Mirtha Príncipe Córdova, Pilar Pajuelo Ávila, Thelma Revolledo Hunter, Víctor Angobaldo Ávila, Yolanda Zelaya Rivera and for the PNP non-commissioned officer David Zapana Munarriz is for four years and seven months.
