Prosecutor's Office received extradited Venezuelan from El Salvador accused of homicide

The Prosecutor’s Office announced on Wednesday 23 that he received an extradited Venezuelan from El Salvador, identified as Richard Billings Cardozo Urribarri, accused of being the “material author” of a murder in the Zulia state.

Through the account of Public Ministry Instagramthe attorney general, Tarek William Saab, linked Cardozo as a member of a criminal group called “El Yiyi” and said that it was the “material author of the attack perpetrated against the butcher shop your express farm, on February 18, 2023 in Maracaibo.”

In that attack, one person died and three were injured.

Saab said that Richard Cardozo was arrested because he had a red alert, requested by the Prosecutor’s Office 69 for the following crimes: “Association to commit crimes, arms and ammunition trafficking, obstruction of freedom of commerce, terrorism, intentional homicide qualified for futile reasons and aggravated extortion.”

The Attorney General described extradition as a “triumph” of international criminal cooperation that they added struggle to keep active, despite situations or relations with other countries.

On March 22, Tarek William Saab announced that El Salvador approved, as part of the start of criminal cooperation, the extradition of Cardozo, involved in a shooting against a trade in Maracaibo, Zulia state.

The extradition of Richard Cardozo occurs in the middle of the tensions between the authorities of Venezuela and El Salvador after the deportations of hundreds of Venezuelans from the United States to the terrorism confinement center (CECOT), accused of being members of the band of Aragua.

To free 252 Venezuelans who are detained in El Salvador, a figure given by President Nayib Bukele, the Salvadoran president proposed Nicolás Maduro to redeem the same amount for the freedom of political prisoners, but the ruling rated the measure as cynical.

Maduro sent a letter to the Foreign Ministry of El Salvador, in which he indicated that the proposal, which he described as “illegal exchange” and “morally inadmissible”, intends to condition the liberation of “innocent persons to an exchange by citizens deprived of liberty in Venezuela for completely alien reasons (commission of terrible punishable acts), without legal or ethical foundation.
