He said that “if he wins millions… let those who are against it die of envy; earn your money honestly.” However, inside the Second Corporate Criminal Prosecutor’s Office of Chiclayo they do not think the same as the premier.
The provincial prosecutor Tania Bravo formally accused the brother of the crime of aggravated collusion in the modality of accomplice. And after an exhaustive investigation, she asked the Judiciary a few months ago to punish him with a sentence of nine years in prison, a request that is being evaluated.
The case involving the brother of the prime minister has to do with the irregular award of a work to improve the pavement and sidewalks of the Central District of Chiclayo (Lambayeque), tendered in the second half of 2013 for more than S/8 million.
According to the investigations, Víctor Torres, representative of the Transatlántica Consortium, would have “arranged”, among others, with the former mayor of Chiclayo Roberto Torres, currently in prison and who, according to the Public Ministry, is the head of the criminal organization ‘Los Limpios de la Corrupción ‘.
The investigation – which includes the businessman’s son – determined a series of irregularities throughout the entire bidding process.
From the requirements stipulated in the contest rules that, it is indicated, “were aimed at limiting and restricting the possibility of other participants”, “in order to have fewer competitors from the Transatlántica Consortium”.
In addition, the members of the special contracting committee postponed the stage of acquittal of observations up to six times. This is to give the company of the brother of today’s prime minister more time to renew his registration in the National Registry of Suppliers, an essential requirement for the process.
“Such postponements earned the indicated company to gain time and achieve its renewal before the date of presentation of proposals”, remarks the Prosecutor’s Office.
Subsequently, a witness from the Prosecutor’s Office evidenced “the clear intention” of the special committee to “dismiss” the technical proposal presented by the other competing consortium, being evaluated “very carefully.”
Of course, this same rigorous evaluation did not occur with the consortium of Aníbal Torres’ brother, ignoring important details such as the fact that the name and DNI of the proposed project manager were different in the documentation.
“However, despite all this, the proposal of this consortium was admitted, proceeding to qualify it by giving the maximum score of 100 points to the technical proposal,” the accusation refers to.
Thus, finally in October 2013 the contract was signed between the Provincial Municipality of Chiclayo and the consortium represented by Víctor Torres. The project was awarded for the reference value of S/8’359,003.
However, the Prosecutor’s Office has estimated that after the execution of the work, “an additional expense” of S / 76,945 was generated. No more poor in a rich country!

Peru21 revealed a few days ago that, despite being prevented from contracting with the State, the company Aldem SAC –whose shareholder is Víctor Torres– continued to bill the State through service orders.
Only between January and July of this year, Aldem SAC received S/2,359,200. The Control Commission of the Congress will request information from the OSCE and the Comptroller about the situation of the company.
