The Public Prosecutor’s Office, through the Special Team of Prosecutors for cases with victims during social protests, reported that two preparatory investigations have been added to the 18 that are already in the formalization stage on the deaths and injuries that occurred between December 2002 and March 2023, in the protests against the management of the President of the Republic, Dina Boluarte.
In a statement, the entity indicated that the first of these corresponds to the investigation for the crimes of serious injuries, minor injuries and abuse of authority against the commander of the National Police Segundo Martín Ocampo Aguirre for the events that occurred in the vicinity of the Inca Manco Cápac airport, in the city of Juliaca, where four people were injured.
The second case is related to the events of December 12, 2022 in the vicinity of the Chincheros Police Station (Apurímac), where the minor with the initials RPML died and two people were injured as a result of the confrontation between protesters and police officers.

The former commander general of the National Police, PNP General Raul Enrique Alfaro Alvarado, the former head of the Apurimac Police Front, PNP General Luis Jesus Flores Solis, the head of the Police Division of Andahuaylas and Chincheros, PNP Colonel Alexis Lujan Ruiz, and PNP officers Carlos Cesar Cuya Campos and Litman Pena Pacheco are being investigated for this case.
Thus, to date, there are 20 formal preliminary investigations in the departments of Lima, Apurímac, Arequipa, Puno, Cusco, La Libertad, Ucayali, Junín and Ayacucho, which involve 160 members of the National Police and the Army accused of the deaths and injuries to the detriment of 274 citizens.
On July 18, the international human rights organization Amnesty International presented a new report in which they conclude that President Dina Boluarte should be investigated for indirect authorship in the criminal proceedings that investigate the death of 50 people during the protests when she assumed the highest office in the country, following the vacancy of Pedro Castillo.
On the same day, the Congressional Subcommittee on Constitutional Accusations (SAC) refused to process the complaint filed by the Attorney General’s Office against the president for the deaths in these anti-government protests, several of which were the result of direct confrontations with security forces.
