For this Thursday, the Public Ministry will broadcast a video with the statement of Víctor Aular, former Vice President of Finance of PDVSA at the time of Rafael Ramírez and the only one arrested for an embezzlement of 4.8 million dollars.
The complaint about this fact was filed last Tuesday by the Oil Minister, Tarek El Aissami. As a result, Víctor Aular was arrested and confessed to the Attorney General “how they robbed PDVSA”, sources from the justice system revealed. “He talked about the accounts where they transferred the money and who participated,” the source said.
That same Tuesday, the Attorney General reported that an investigation had been launched into the complaint filed by El Aissami. That day the Minister of Petroleum made a first statement to the media from the auditorium of the Public Ministry. There he exhibited documents showing the loan offer that he presented to PDVSA Administradora Atlantic for 17 thousand 490 million bolívares on February 29, 2012.
Six days later, the indebtedness was approved by an Extraordinary Assembly of PDVSA at the request of Rafael Ramírez. A few days later, Administradora Atlantic transferred that financing to two funds based in Panama and San Vicente, operated by the brothers Luis and Ignacio Oberto Anselmi, according to El Aissami.
14 days after that transfer, that is, on 3/20/12, PDVSA began paying interest on the loan through 28 transfers that culminated on 3/26/13, which totaled 4.85 billion dollars.
The debt operation was carried out without the approval of the National Assembly but with the support of the United States government, El Aissami said during a second meeting with journalists held this Wednesday morning in his office.
