That year, Balcázar was a member of the Subcommission of constitutional accusations of Congress.
According to the Public Ministry inquiry, Benavides would have arranged for the supreme deputy prosecutor Elmer Constantino to travel to Chiclayo and intercede before the superior prosecutor in charge of Balcázar, Carmen Miranda, in order to favor the congressman.
